MANAGING BY DESIGN – A CASE STUDY OF
THE AUSTRALIAN TAXATION OFFICEThis thesis is submitted in the Fulfilment of the requirements of the Degree of Doctor of
Philosophy of Management

© Nina Terrey 2012iiiAbstractThe purpose of this study is to explore the adoption and embedding of design as a
management practice in the Australian Taxation Office (ATO). Management by design
is a means to bring a stronger focus on the human experience with the tax system as a
core component in some of its management work. This study explicates a new form of
management which recognises how to address organisational problems as design
opportunities which leads to more efficient operations, more effective decisions and the
creation of more human-centred and desirable organisations. The ATO employs over
22,000 employees and is responsible for the administration of taxation and
superannuation legislation. It is the only government organisation with which all
taxpayers and tax professionals must interact to meet their obligations. The ATO is a
pioneer in applying design methods to its administrative work. The application of Actor
Network Theory (ANT) was used to shape this research. The case study design included
exploratory interviews with designers and management in the ATO, review of
organisational documents and auto-ethnographic accounts from the researcher’s own
experiences as a designer in the ATO. The results from this study use ANT to draw out
the importance of the human and non-human actors that make up networks of action
and interaction, which over a decade have permitted the embedding of design in the
management practices of the ATO. The study analyses these networks at points in time
to define the embedded meaning of design and types of design problem solving
histories. Using sociology of translation to explore change over time, the thesis draws
out what has enabled design to ‘stick’ in the management work. This study critically
contributes to a growing interest in how organisations can adopt and embed design and,
in particular, contributes empirical evidence of public management adopting design
which directly contributes to the growing interests in citizen-centric management
practices in public management and leadership.
Key words: Managing by design, citizen-centric, Australian Taxation Office, Actor
Network Theory, Participatory design, Public Sector ManagementviiAcknowledgements and ThanksI write this acknowledgement with a greater sense of appreciation and gratitude than I
could possibly have imagined at the start of this study and thesis. No thesis is ever
written on ones own and the real achievement is owed to many people – people who
inspired me, people who shared their knowledge and experience, people who showed
untied interest and people who supported me in the pursuit of my dreams.
I want to thank my immigrant grandmother ‘Mama’ who was never schooled and was
one of the most clever and affectionate people who has graced my life. She encouraged
me to learn and strive to be the best I could, and whilst she is not here to see this
milestone she was in spirit a source of motivation throughout this thesis.
I thank my family who were constant sources of support and love. My mother Viorika,
thankyou for always believing in me, encouraging me and being constantly delighted in
my progress. My father John, thank you for your persistence in understanding what I
was researching and encouraging me to keep going. My siblings – Yvette, Alexandra
and Samuel, thanks for being there and gaining more excitement as the finishing line
came closer.
I am grateful to my partner Danny who demonstrated patience and support throughout
the time of me juggling fulltime work and studying part-time. I am grateful for the time,
space and constant encouragement. The understanding of the many hours and intense
periods where I was simply ‘locked away’ writing was unselfish and I am thankful.
I am indebted to John Body, ThinkPlace founder and business partner for his
encouragement from the start that I should take on a research degree. His belief in me

The Age of Revolution: From Neoclassicism to Romanticism
THINKING AHEAD
What do the French and American revolutions have in common? How do they differ?
What is Neoclassicism?
What is Romanticism?
What is the difference between Classical and Romantic music?
On March 5, 1770, an angry mob of Bostonians attacked a small band of British troops stationed at the Boston Custom House to protect its customs agents and tax collectors. Five years earlier, in 1765, the British had challenged the American colonies’ growing sense of independence by imposing a Stamp Act, which taxed all sorts of items, from legal documents to playing cards, calendars, liquor licenses, newspapers, and academic degrees. The colonists were infuriated, calling the Stamp Act a “manifest” example of the British desire “to subvert the rights and liberties of the colonies.” Tensions finally erupted at the Boston Custom House. The mob was yelling “Kill them! Kill them!” when the British troops opened fire, killing five, including Crispus Attucks, an African American who had escaped slavery 20 years earlier. The silversmith and engraver Paul Revere (1735–1818) quickly produced a print depicting the event called The Bloody Massacre (Fig. 12.1). It was widely distributed, arousing the colonists to even greater resistance, although its depiction of the troops brutally attacking a defenseless crowd misrepresented the facts.
By the last half of the eighteenth century, the demand for freedom had become a rallying cry in America and throughout Europe. In Germany, in fact, the philosopher Immanuel Kant (1724–1804) argued in his essay “What Is Enlightenment?” (1784) that the very precondition of the Enlightenment was freedom:
Dare to know! “Have the courage to use your own understanding”—that is the motto of Enlightenment. . . .
[T]hat the public should enlighten itself is more possible; indeed, if only freedom is granted, enlightenment is almost sure to follow. For there will always be some independent thinkers, even among the established guardians of the great masses, who, after throwing off the yoke of tutelage from their own shoulders, will disseminate the spirit of the rational appreciation of both their own worth and every man’s vocation for thinking for himself. It is more nearly possible, however, for the public to enlighten itself; indeed, if it is only given freedom, enlightenment is almost inevitable….
For this enlightenment, however, nothing is required but freedom, and indeed the most harmless among all the things to which this term can properly be applied. It is the freedom to make public use of one’s reason at every point.

Technology promises to make our lives easier, freeing up time for leisure pursuits. But the rapid pace of technological innovation and the split-second processing capabilities of computers that can work virtually nonstop have made all of us feel rushed. We have adopted the relentless pace of the very machines that were supposed to simplify our lives, with the result that, whether at work or play, people do not feel like their lives have changed for the better. Adapted from Karen Finucan, Life in the Fast Lane Assignment: Do technological changes that make our lives easier not necessarily make them better?

Sixth Sense Technology

FIND A SOLUTION  AT  Academic Writers Bay

As human beings we are most concerned about physical and digital information. We are growing up with the physical objects around us. We are really fond of interacting with physical objects instead of computing devices. Sixth Sense Technology is a mini-projector coupled with a camera and a cell phone which acts as the computer and connected to the Cloud, all the information stored on the web [4]. Before implementing the sixth sense technology the inventor tried to combine the physical world to digital world creating a gesture interface device that actually acts as a motion sensing device.
The basic idea behind this is always objects are connected with gestures that are used to interact with both objects and each other. The first thought was basically regarding taking part of the physical world to the digital world by implementing things like sticky notes coming to a sms or a meeting reminder, writing query connected with paper input output system, pen can draws 3D images and Google map without searching key words. Thus computing became so intuitive. The goal was to connect these two worlds in the first. However we know that people don’t like computing [4].
The reverse operation of previously mentioned concept that is taking digital world to physical world occurred due to the reason human is really interested about information. They want to know about things, basically about the dynamic things going around them. The technology is called as sixth sense technology since it is out of our familiar five senses. This technology is based on wearable gestural user friendly interface which links the physical world around us with digital information and uses hand gestures to interact with them.
Thus this becomes a vital issue since people get more aware about their day to day information and this technology provides you a way to carry your digital world always with you wherever you go. Sometime ago these things were amazing and nowadays with this technology people’s lives have become more convenient and informative. By this I’m thrilled to research about the way of connecting two worlds, the technology behind sixth sense and what are the uses of this and further improvements since I’m fond of finding ways of interacting with world of information. . Background and motivation The physical world is set to blur into the digital with the invention of a new ‘sixth sense’ device. This is specifically designed with mobility in mind. And if this new prototype manages to see the commercial light of day, it could hold the potential to become the preferred option for multi-touch devices worldwide. The genius behind this technology, Pranav Mistry says it’s all about integrating the virtual world with reality and it can really let you connect as a sixth sense device with whatever is in front of you.
I’m really enthusiastic in this research area of sixth sense technology since I’m searching for a way to interact with these two worlds and information out of the scope which is always with regard to our five senses. On the other hand it’s an amazing idea to carry our digital world with us where ever we go. This is a wearable gestural interface. We are all human beings. As you I’m always keen on making aware of dynamic information. Imagine that we can experience a live discussion while reading a news paper and we can dial a number on our palm and make a call.
We can use any surface to modify our information. Therefore we can pinch many physical things to our digital world. I was so motivated to this technology since it will help us to take better decisions about day to day lives by using instant dynamically changed information. It makes our task effective and efficient. Before the arrival of sixth sense technology the inventor implemented a way to connect part of physical world to digital world. What we are doing physically is replicated in digital world.
I’m so interested in learning about that area since it was the approach for the concept of sixth sense technology. And this technology is open source. If we are interested in this we can make our own sensing device. Still some of the testings are done on to make this more advanced. The concept is always with regard of connecting these two worlds. 3. The thrilling potential of sixth sense technology Sixth sense is a wearable gestural interface device that augments the physical world with digital information and lets people use natural hand gestures to interact with that information.
The prototype implements several applications that demonstrate the usefulness, viability and flexibility of the system like map application, the drawing application and freehand gestures (postures). The device is comprised of a pocket projector, a mirror, a camera, mobile component and colored markers. This is basically for carrying digital world to the every day physical life. We know that people are really interested to use objects , gestures they are familiar instead of sitting in front of a machine and computing devices. Firstly the researches were carried for taking the physical objects to the digital world.
These experiments are done by Pranav Mistry and his group in MIT. We know that when we talk about objects the gestures automatically connected with them. So this was his first thought and implementation. Then he thought about reverse operation since people always need information. You can carry digital information source with you. This device recognizes the objects around us displaying information automatically and letting us to access it in any way we need. The technology allows the user to draw icons or symbols in the air using the movement of the index finger and recognizes the symbols as interaction instructions.

writing about a novel, which in its broadest sense is any extended fictional narrative almost always in prose, in which the representation of character is often the focus. Good authors use the elements of fiction, such as plot, theme, setting etc. purposefully, with a very clear goal in mind.   lake Robicheaux Leadership | Week 8 1. It would make sense to think that if a leader could not manager their own behavior, then it is going to be tough for that leader to engage with others and motivate them to work and mind their own behavior as well. I believe that the saying is that you must walk the walk, and talk the talk. In my experience leadership certainly involves an inward and outward journey of self-reflection. This means that the leader puts serious thought into their own character, actions, and motives. A leader might be able to read, comprehend, and dictate how to influence a team without self-reflection, but the question is how far the team will go to manage their own behavior if their leadership does not live by his or her own rules for success. Can the leader be respected by the team? Can the leader motivate others to perform at their peak and not perform themselves? There are many ways to train new leaders so that they can learn to reflect inward and promote that positive management of themselves outwardly: books, classes, and team-building exercises are examples that can be used. I would recommend personal development groups (PD groups) to develop self-awareness (Lennie, 2007) and train individuals to grow others within the organization to effectively manage their own behavior and teach others to do the same.2. Mandy Charette Could a new leader “know” how to influence others if a person cannot manage one’s behavior?    I would have to say yes even though one can not necessarily manage one’s own behavior, you may learn different techniques in training that helps you learn how to teach others, than in turn you will begin to manage your own behavior as well. Moving others into action and inspiring others into action is a role that a leader needs to accomplish, to improve his employees skills and behavior.  The training that I would recommend would be a training on communiciation  for the leader themselves.  It is important that a leader learns how to have good communication skills so they can explain to the employees the companies visions, goals, expectations, and skills.  Learning communication skills for a leader also helps because it teaches you to understand what employees are trying to say which in turn helps you communicate better with them to get things done better.

Discuss how you would react on finding out that your sex is opposite. Would you feel a sense of relief, indifference, or elation? Why?
Gender Identity
We are socialized at every stage in life to conform to our gender identity. Societal reinforcement of tendencies of gender identity is relentless. For example, in hospitals, little girls are wrapped in pink and little boys in blue. This difference in colors influences how we learn and how we internalize our role in our society.
Girls tend to grow up to play feminine roles and boys tend to grow up to play masculine roles. This differentiation of gender identity has implications in social stratification. The videos given below will provide you with a better understanding of the differentiation of sexual identity from an earlier generation.
Search for and watch an episode of at least one of the following shows. You may find these videos using a variety of search methods including visiting your local library, using Netflix or your local video store, or searching on YouTube. If you have difficulty locating an episode of one of the following shows, contact your instructor for assistance in finding an alternative.
I Love Lucy
All in the Family
The Mickey Mouse Club
The Honeymooners
Leave it to Beaver
Father Knows Best
Gilligan’s Island
The Brady Bunch
I Dream of Jeannie
As you watch the video, ask yourself the following questions:
To what extent have things changed and to what extent have they remained the same in regards to gender roles, expectations, division, and identity from the time this show was originally popular and today?
How conscious and sensitive are the characters regarding gender prejudice, power inequality, and subordination?
Did they take inequality of the sexes for granted?
Based on your readings and understanding that you have gathered after watching the above-noted video, write a short biographical description of your life if you were to wake up tomorrow morning in the time period of the video you watched and find you have a different gender identity. Write a description of how you lived your life a day after your hypothetical change in gender as you answer the following questions:
Discuss how you would react on finding out that your sex is opposite. Would you feel a sense of relief, indifference, or elation? Why?
Discuss three ways your attitude towards the opposite sex was enlightened or would change as a result of what you learned from this project. If you would not change your attitude, why?
Write down the ideas and attitudes you have taken for granted a member of your actual gender. Consider how your roles at home and in the office would change if you were a member of the opposite gender.
Relate the ideas of sexism and racism to the videos. How do you think sexism and racism have changed since the 1950s?
Topic: Discuss how you would react on finding out that your sex is opposite. Would you feel a sense of relief, indifference, or elation? Why?
